Water resistant means the fabric sheds light exposure — a drizzle, a splash, a short commute — and eventually lets water through. Waterproof means a barrier construction: a coated or laminated fabric plus sealed seams, built to block sustained exposure. Neither word, on its own, is a specification.
If you are developing a lightweight jacket, the real decision is not which word sounds stronger. It is which level of protection your customer actually needs, and what evidence you will hold when the word goes on a hangtag.

The three terms are a hierarchy, not synonyms
Product pages mix three words freely, so it helps to fix them in order:
- Water-repellent is a surface behavior. A finish, usually a durable water repellent (DWR), makes droplets bead and roll off instead of wetting the face fabric. It is the weakest and least durable level.
- Water resistant is a fabric-level property. A tight weave, often with a DWR finish, resists penetration up to a point — light rain for a limited time. Pressure, duration and washing all move that point.
- Waterproof is a construction claim. The fabric carries a coating or membrane that water cannot pass under defined conditions, and the garment closes the remaining holes: taped or welded seams, protected zippers, sealed pocket entries.
Notice what the hierarchy implies. A jacket can be water-repellent and nothing more. Calling it waterproof because water beads on the shoulder is like calling a shirt tailored because it has buttons.

What actually keeps water out: fabric, DWR, membrane and seams
Four elements do the work, and each is a separate specification decision.
Face fabric. A densely woven nylon or polyester already slows water down mechanically. This is why two jackets with the same finish can behave differently in the same rain.
DWR finish. The beading you see in product photos. DWR does not make a jacket waterproof; it keeps the face fabric from wetting out, which preserves breathability and buys time. It also wears off with abrasion and washing, which is why re-proofing products exist. For a new program, ask which chemistry the finish uses — fluorine-free (often called C0) finishes are increasingly requested as PFAS restrictions tighten in several markets, and the chemistry affects both compliance and care instructions.
Coating or membrane. This is what turns "resistant" into "proof." A polyurethane coating or a laminated membrane blocks liquid water outright. Membranes add breathability through pores small enough to stop droplets; coatings are simpler and cheaper but trap more heat. For a smart-casual city jacket, a full membrane is often over-engineering — the wearer is dodging between buildings, not summiting anything.
Seams and openings. A waterproof fabric sewn with ordinary seams is a roof with the tiles on but the windows open. Needle holes leak. Fully taped or welded seams, storm flaps and water-resistant zippers are what allow a brand to use the word "waterproof" with a straight face.
The breathability trade-off runs through all four: the more absolute the barrier, the more body heat and moisture stay inside. That is a product decision, not a defect.

A rating without a test method is marketing, not a spec
Once numbers enter the conversation, insist on knowing where they came from.
The two tests a buyer meets most often:
- Hydrostatic head (ISO 811, or AATCC TM127 in the US system). Water pressure is applied to the fabric until it penetrates; the result is a column height in millimeters. There is no single legal threshold, but commonly used bands put water-resistant fabrics roughly in the low thousands of millimeters and waterproof constructions from around 5,000 mm upward. The fabric number says nothing about the seams.
- Spray test (AATCC TM22). Water is sprayed at the surface and the wetted pattern is rated. This measures repellency — the DWR behavior — not waterproofness. A high spray rating and a high hydrostatic head are different claims about different mechanisms.
Two cautions follow. First, a number quoted without its method, the fabric's condition and the wash count is weak evidence. "10,000 mm" on a sales sheet may be the laminated fabric before sewing, measured once, new. Your garment has seams, pockets and a zipper. Second, one test report covers the tested material and batch — it does not certify a factory, and it does not transfer automatically to your next colorway or reorder.

What your hangtag is then allowed to say
This is the part most comparison guides skip, because they are written for shoppers. You are writing the claim, not reading it.
The practical rule: the claim on the label should be the weakest link in the garment, not the strongest fabric in it. If the fabric tests to 10,000 mm but the seams are untaped and the zipper is a standard coil, the honest word is water resistant. Absolute claims — "100% waterproof" — are hard to defend unless the whole construction is sealed, and several markets scrutinize absolute performance claims more closely than hedged ones.
Claim language also travels with chemistry. A fluorine-free DWR supports a PFAS-related statement only when the finish on your bulk fabric is the one tested — the same discipline we described for chemical testing on a cotton program: the report must match the material, the batch and the destination market's limits. Check your destination market's labeling and chemical rules before printing the tag; this article is a specification guide, not legal advice.
Care instructions are part of the claim too. A DWR that needs tumble-dry reactivation, or a finish that washes out in ten cycles, belongs in the care label conversation — otherwise the first wash quietly downgrades your hangtag.

What to send the factory before sampling
A useful water-protection brief has eight fields. Most sampling delays we see trace back to one of them being blank:
- Target use — city drizzle, daily commute, or genuine sustained rain.
- Claim language — the exact word the label and product page will use.
- Face fabric — composition, weave and weight, or a reference to match.
- DWR chemistry — fluorine-free requirement or open, plus re-proof expectations.
- Barrier construction — none, coating, or membrane, with a breathability expectation if one applies.
- Seam and zipper construction — untaped, critically taped, or fully taped; standard or water-resistant zippers.
- Test method and acceptance value — which test, on which fabric state, measured after how many washes.
- Care instructions — the wash method the claim must survive.

Once the details above are confirmed, a typical first sample is planned for 7–10 days, and bulk production is usually planned for 15–30 days after sample approval and material readiness. Timing moves with fabric availability and finishing steps, so the test evidence should be settled before the bulk clock starts, not during it.

Frequently Asked Questions
Which is better, waterproof or water resistant?
Neither is universally better — they answer different briefs. Waterproof construction wins on sustained exposure but costs more, weighs more and traps more heat. Water-resistant construction is lighter, cheaper and more breathable. For a city smart-casual jacket, water resistant is usually the better product; for genuine hours-in-the-rain use, waterproof earns its trade-offs.
Is water resistant ok in rain?
Yes, for light rain and limited time. A water-resistant jacket handles drizzle, splashes and a short walk in moderate rain. In heavy or sustained rain it will eventually wet through, first at the seams and high-pressure points like shoulders. If your customer regularly faces that, specify a barrier construction instead.
Does water resistant mean it can go in water?
No. Water resistant describes resistance to rain and splashes on the surface, not immersion. Submerging a water-resistant garment will soak it. Even waterproof apparel ratings describe rain conditions, not swimming — immersion is a different test regime used for watches and electronics.
How do I tell if my jacket is waterproof or water resistant?
Check the seams and the label, not the beading. Turn the jacket inside out: taped or welded seam strips indicate waterproof construction; exposed stitching indicates water resistant at best. Then read the label for a rating with a test method behind it. Beading on the surface only proves the DWR is alive — every water-repellent jacket does that on day one.
