Garment manufacturing is six connected stages: design review, pattern and fit, fabric sourcing, sample development, bulk production and quality control. The stage names are not the useful part. What matters is what you, the buyer, need to send, confirm or approve before each stage can safely start — because most production problems trace back to a decision that was assumed instead of recorded.
The apparel sector is also one of the world's more labor-intensive manufacturing industries, employing millions of workers worldwide according to the International Labour Organization. That scale is exactly why a missed detail in one stage rarely stays small: it gets sewn into every unit that follows, not just the one sample someone happened to check.
Most generic explanations of this process describe it from the factory's side: which machine does what, which department a garment passes through next. That is useful if you work in the factory. If you are the buyer, the more useful question at every stage is narrower — what do I need to send, confirm or sign off before this stage can start, and what happens if I don't.

Stage 1: Design Review — What to Approve Before Pattern Work Starts
Design review is where a sketch, reference garment or product photo turns into something a pattern maker can actually work from. The factory's job is to identify what is still ambiguous. Your job is to close those gaps before pattern work starts, not during it.
At minimum, this stage needs an agreed silhouette, construction direction and any non-negotiable details — a specific collar, a placket type, a branded trim placement. A tech pack does not need to be perfect to start this conversation. It needs to be honest about what is confirmed and what is still open. A factory can propose an option for an unclear detail. It cannot read the blank cell's mind.
A reference garment shows proportion and construction direction. It does not identify every detail worth copying, changing or approving — that still needs a drawing, a bill-of-materials line or a written comment.
Two products can start from the same reference photo and still need different amounts of design review. A basic crew-neck tee has few open questions. A shirt with a specific collar roll, a branded placket and a non-standard cuff has several, and every one of them is cheaper to answer now than after the pattern is cut.
Stage 2: Pattern and Fit — Turning an Approved Design Into a Cuttable Block

A pattern maker converts the approved design into a base-size block, then grades it across your size range. This is where measurements stop being adjectives ("relaxed fit," "true to size") and become points of measure with a tolerance.
What you confirm here: base size, size range, target fit, and any grading rule that matters for your market (a UK size 40 chest is not automatically identical to a US or EU equivalent). If the factory proposes a grading rule and you do not check it against your own size chart, you are not saving time — you are postponing the disagreement to the fitting sample, where it costs a revision instead of a conversation.
A pattern can also pass every listed measurement and still look wrong on a body, because a point of measure describes a flat garment, not how it drapes when worn. That is a fit-sample question, not a ruler question, which is one reason a physical fitting sample is worth insisting on even when the flat measurements already look correct on paper.
Stage 3: Fabric Sourcing — Composition, Weight and Color Approval

Fabric decisions set the cost, hand feel, performance and care instructions for the entire order, so this stage is worth slowing down for. Composition, weight, weave or knit structure, and finish should all be confirmed against a physical swatch, not a written description — "soft cotton" describes a feeling, not a specification a cutting room can use.
Color adds its own layer of complexity. Our MOQ starts from 50 pieces per design, and the final minimum depends on the fabric, color split, trims, construction and branding involved — one total quantity split across five colors is a different production job from the same total in one color, because each color can mean a separate dye lot, approval and cutting group. Fifty pieces in one color and ten pieces in each of five colors both add up to fifty, but only one of them keeps the cutting room's spreadsheet calm. Stage 4: Sample Development — Where a Missed Detail Gets Caught

Sample development is where every earlier decision meets a needle. A first sample is usually planned for 7-10 days after the style, fabric direction, measurements and key construction details are confirmed — and that timing assumes the earlier stages actually closed their open questions instead of leaving them for the sample room to guess at.
We learned this the direct way. On one project, a buyer supplied a reference Oxford shirt with a button-down collar, each collar point secured by a small button. Our first sample omitted both buttons. The reference garment showed the detail; our process did not yet translate it into a drawing callout, a bill-of-materials line and a feature checklist before cutting. The fix was not blaming the sample room — it was extracting every unfamiliar detail from a reference garment before pattern work, then closing each one with a photo, a measurement or a written approval. A recurring thread in r/manufacturing makes the same point from the buyer's side: the most common mistake new brands make is rushing straight into bulk production after the first sample arrives, instead of treating that sample as a checkpoint. A sample that looks right in photos and a sample that matches every approved measurement are not automatically the same sample.
Stage 5: Bulk Production — What Changes Once Cutting Starts

Once the sample is approved and materials are ready, bulk production is typically planned for 15-30 days. The word "typically" is doing real work in that sentence: quantity, construction complexity and packing requirements can all move the timeline, which is why the range gets confirmed against your specific order rather than treated as a universal number.
What changes at this stage is scale, not judgment. A single fabric flaw or measurement drift that a sample room would catch by hand now needs to be caught across cutting lays, dye lots and multiple sewing lines. Cutting also happens in batches rather than one garment at a time: fabric is laid in multiple plies and cut against a marker plan, so an error in the marker or the ply count repeats itself across every layer before anyone notices — which is exactly why the next stage is not really a separate stage at all.
Stage 6: Quality Control — Checks That Run Through Every Stage, Not Just the Last One

Treating quality control as a table at the end of the line is a common assumption, and it is the wrong one. Final inspection cannot recover a feature that was never defined at design review, a material that was never formally approved at sourcing, or a measurement method that changed between sample rounds. By the time a garment reaches the inspection table, most of the decisions that determine whether it passes were already made — or missed — several stages earlier.
A single measurement is also not enough to clear a garment on its own, because a point of measure describes one number on a flat garment, not how the whole piece behaves once it is worn or washed. In practice, useful checks are spread across the stages that created the risk in the first place:
- Design review: every non-negotiable detail has a drawing, BOM line or written approval, not just a mention in a call.
- Fabric sourcing: composition, weight and color are approved against a physical swatch, not a written description.
- Sample development: the approved sample's measurements, construction and wash condition are recorded, not just remembered.
- Bulk production: cutting, sewing and finishing are checked against those recorded approvals, not against "how the sample looked" from memory.
That is why sample-to-bulk consistency is treated as its own discipline: the approved sample needs to travel with the order as a reference document, not live only in someone's memory.
What to Prepare Before You Contact a Factory

You do not need a finished tech pack to start this conversation — a reference garment or a clear set of product images is enough for a feasibility review. Before that first message, it helps to have:
- A clear product category and reference garment or sketch
- Any non-negotiable construction details (collar type, closure, branded trim placement)
- A rough quantity per design and expected color split
- A target market, since sizing and labelling conventions vary
- A realistic timeline, working backward from sample approval and material readiness
None of this needs to be final. It needs to be specific enough that a factory can tell you, honestly, which stage your project is actually ready for — design review, straight into sampling, or somewhere in between if part of the work is already done.
